An air traffic controller career in India almost always runs through one employer: the Airports Authority of India (AAI). AAI recruits controllers as Junior Executive (Air Traffic Control), trains them at its own approved training organisations, and deploys them at airports and air traffic units across the country. The controllers then hold a licence issued by the Directorate General of Civil Aviation (DGCA), the regulator.
In short: you need a science or engineering degree with Physics and Mathematics, you must be within AAI's age limit when a recruitment opens, and you must clear a computer based test followed by a voice test, medical and other checks. There is no private course that makes you a civil controller on its own. The way in is an AAI advertisement, published on the AAI recruitment dashboard. The rest of this guide walks through each stage using AAI's last Junior Executive (ATC) advertisement and official replies from the Ministry of Civil Aviation.
Who hires air traffic controllers in India
AAI is a Government of India public sector enterprise set up by an Act of Parliament. In its own words, it is responsible for creating, upgrading, maintaining and managing civil aviation infrastructure on the ground and in the country's airspace. Managing the airspace is where controllers come in, so the civil air traffic control career is an AAI career.
The workforce is planned against a sanctioned strength. In a Lok Sabha reply dated 31 July 2025, the Ministry of Civil Aviation said AAI has a total sanctioned strength of 5,537 air traffic control officers (ATCOs), that recruitment is a continuous process carried out in line with DGCA guidelines, and that vacancies are filled through direct recruitment as well as departmental examinations. A separate reply on the same date said 840 ATCO posts had been created in AAI recently.
The same 31 July 2025 reply explained that AAI deploys controllers according to DGCA's Civil Aviation Requirement on Watch Duty Time Limitations and the traffic volume at each airport. Controllers, like pilots, work within regulated duty limits. If you are curious how duty rules shape the flying side, BookAir explains why pilots cannot fly all day under DGCA's flight duty limits.
Eligibility for AAI Junior Executive (ATC)
The most recent direct recruitment for the post was AAI Advertisement No. 02/2025/CHQ, for 309 Junior Executive (Air Traffic Control) vacancies, which AAI said were tentative. Its rules are the best guide to what the next advertisement is likely to ask, though each advertisement sets its own terms. Under that advertisement:
- Education: a full time regular three year B.Sc with Physics and Mathematics, or a full time regular Bachelor's degree in Engineering in any discipline, and the advertisement added that Physics and Mathematics should be subjects in at least one semester.
- English: minimum proficiency in spoken and written English at the 10+2 level, with English passed as a subject in Class 10 or Class 12.
- Marks: pass marks or equivalent in the Bachelor's degree were enough.
- Age: a maximum of 27 years on the cut-off date of 24 May 2025, with relaxation of 5 years for SC and ST, 3 years for OBC (Non-Creamy Layer), 10 years for eligible PwBD candidates, and set relaxations for ex-servicemen and regular AAI employees.
- Nationality: only Indian nationals could apply.
- Final year students: candidates in their final semester or final year could apply, but had to hold the final result by the time of application verification. AAI's 2026 advertisement for other disciplines dropped this allowance and required the final result by the cut-off date, so check the next ATC advertisement carefully.
If you are still choosing a degree and want to keep this door open, the simple rule from that advertisement is to make sure Physics and Mathematics appear on your mark sheets. Where a required subject is not named on the mark sheet, the advertisement asked for a certificate from the university confirming the candidate studied it.
The AAI ATC exam: pattern and syllabus
Selection starts with a computer based test (CBT). The official syllabus for Advertisement No. 02/2025/CHQ split the paper into two equal parts:
- Part A, 60 questions for 60 marks: English Language (20), General Intelligence or Reasoning (15), General Aptitude or Numerical Ability (15) and General Knowledge or Awareness (10).
- Part B, 60 questions for 60 marks on the basics of Physics and Mathematics, in concept and application, at the 10+2 level.
- Total: 120 questions, 120 marks, 120 minutes, bilingual in Hindi and English, except the English language section.
- No negative marking for wrong answers.
For that cycle, applications ran from 25 April to 24 May 2025 and AAI later announced a CBT date of 14 July 2025, and the test was held that day. According to AAI's final result notice, the later stages ran from 16 February to 2 March 2026. AAI published the final result on 6 April 2026 and a second selection list on 2 November 2026, so the whole cycle took well over a year from advertisement to appointment lists. The application fee was Rs 1,000 including GST, paid online, with exemptions for SC, ST and PwBD candidates, women candidates, and those who had completed one year of apprenticeship training in AAI.
After the exam: voice test, medical and checks
The CBT only gets you shortlisted. According to the advertisement, shortlisted candidates then go through some or all of the following, as applicable to the post:
- Application verification, with original certificates and proof of identity.
- A voice test, which matters in a job done largely over the radio.
- A psychoactive substances test, covering substances such as amphetamines, opiates, cannabis, cocaine, barbiturates and benzodiazepines. A confirmed positive result disqualifies the candidate.
- A psychological assessment.
- A physical medical examination against the medical standards for the post.
- Background verification, including character and antecedents.
The provisional selection list is drawn up by merit in the CBT, subject to clearing all of these stages. Candidates already working in a government department or public sector body must produce a No Objection Certificate from their current employer at verification.
Training, licensing and the DGCA role
Selected candidates join on a training track. The 02/2025 advertisement said offers are issued after background verification, that selected candidates are paid basic pay and admissible allowances during training, and that they must attain ICAO English language proficiency Level 4 (Operational) during training for the issue of a licence or rating. Anyone who does not reach Level 4 is liable to have their services terminated.
Licensing sits with DGCA. ANI reported on 30 December 2019 that the first DGCA-issued licences for air traffic controllers were formally handed over that day, replacing licences previously issued by AAI. The report said the change followed an ICAO safety oversight audit in November 2017, and that DGCA had approved AAI's air traffic services training organisations at Prayagraj, Hyderabad and Gondia to run approved courses.
According to a Deccan Herald report on a Lok Sabha reply, AAI runs seven operational ATC training centres: the three training organisations, which are the Civil Aviation Training College in Prayagraj, the Hyderabad Training Center and NIATAM in Gondia, plus regional training centres in Delhi, Mumbai, Chennai and Kolkata.
Pay, bond and posting
Junior Executive is a Group B post at AAI's E-1 level. The 02/2025 advertisement gave the pay scale as Rs 40,000 to Rs 1,40,000 with 3% increments, plus Dearness Allowance, perks at 35% of basic pay, HRA and other benefits such as CPF, gratuity and medical benefits under AAI rules. AAI put the approximate cost to company at Rs 13 lakh per annum. Pay protection was offered to eligible candidates moving through proper channels from other government bodies and public sector units.
Two conditions deserve attention before you apply:
- Bond: selected candidates had to sign a surety bond of Rs 7 lakh to serve AAI until 3 years after completing training.
- Posting: selected candidates were liable to be posted anywhere in India, which can include smaller airports far from home.
How to track the next ATC recruitment
AAI publishes every recruitment on its website, and the 02/2025 advertisement said applications are accepted only online through the Careers tab on aai.aero. It also warned candidates not to respond to advertisements on other websites, newspapers or apps, and to treat only the detailed advertisement on the AAI website as authentic.
As of early November 2026, the AAI recruitment dashboard lists Advertisement No. 02/2025/CHQ as its direct recruitment for Junior Executive (ATC). An older indicative notice from October 2023 still appears on the dashboard; it is not a new recruitment. The later Advertisement No. 12/2026/CHQ/DR-CBT, for 389 Manager and Junior Executive posts, covered disciplines such as engineering, finance, law, operations and fire services, but did not include air traffic control. So the practical steps are:
- Check the AAI Careers page regularly, as advertisements carry their own dates and cut-offs.
- Keep your degree documents, category certificates and a valid personal email ready, since all communication is by email and on the website.
- Work on 10+2 level Physics and Mathematics, English, reasoning, numerical ability and general awareness, which together make up the whole CBT.
- Watch the age cut-off. It is fixed per advertisement, so a recruitment that opens late can push some candidates past the limit.
ATC or another aviation career?
Air traffic control suits people who want a regulated, salaried public sector role with a defined entry exam, pay during training and a service bond in place of training fees. It is a very different path from flying. Becoming a pilot means paying for flight training at a DGCA approved school and building hours, as set out in our guide on how to become a commercial pilot in India. You can compare schools on the AIR BITOLA flight schools list.
If you prefer working on aircraft rather than directing them, the AME licence is the engineering route. For a feel of who employs aviation professionals in India, the airlines in the DGCA directory are a good starting point, and newer fields such as remote piloting are covered in our drone pilot certificate guide.
Air traffic control is also one part of a wider system that travellers notice in seasons like winter fog in North India, when whether a flight can land depends on the runway, the aircraft and the crew all being equipped and qualified for low visibility. BookAir's guide to planning a charter around winter fog shows the operating side of that season. For more career and training explainers, browse the AIR BITOLA learning hub.
